Matt Cingari E 110 February 11, 2010 Sharon Olds’ â€Å"Leningrad Cemetery, Winter of 1941† is a very sad and dreary poem. This is because Olds writes about the Battle of Leningrad, a 900-day siege of Leningrad during World War II, and the lifelessness that is going on afterwards. Olds’ word choice throughout the poem is very important to the meaning of this poem. The way that she writes about this battle paints a very clear picture in my mind of what she is describing. Many times thorough the poem, Olds compares life and death many times with different comparisons.Olds starts off the poem by saying: â€Å"That winter, the dead could not be buried. †Ã¢â‚¬â„¢(1) This creates a sad tone for when the rest of the poem. She then talks about the atmosphere of the aftermath of the battle with words that help you create a very vivid picture in your head of what she is talking about. She says things like â€Å"the ground was frozen†(2), â€Å"sub-zero airâ € (5), â€Å"dark cloth† (6), and â€Å"their pale, gauze, tapered shapes†(9). To me, these descriptive words help me create a visual of what is written down because these words are sad and dark descriptive words.Olds also says: â€Å"So they were covered with something/ and taken on a child’s sled to the cemetery/ in the sub-zero air. †(3-5) When Olds says this it makes me think whether she put the word â€Å"child’s† in the poem on purpose. I think she put this in because a child’s sled is used in the winter to have fun; however, Olds says that they are using it as a way to transfer dead bodies to the cemetery. This is because she is comparing life and death by using a sled, which is supposed to be used for fun in the winter, as a transportation device of corpses.When Olds says â€Å"stiff as cocoons that will be split down the center/ when the new life inside is prepared;†(10-11) Again, Olds is comparing life and death by comparing the stiff corpses to cocoons. The ambiguity in this comparison is that the poem says that the cocoon will split down the center bringing new life when it is ready. I think she says this because when she says that when the cocoon splits to start a new life, it could mean that their new life is not here on earth, but in heaven.Though, the cocoon comparison could also mean that the battle was a turning point in the war. This is because Russia gained momentum against Germany with that victory, which did start a â€Å"new life† in the war. â€Å"A hand reaching out/ with no sign of peace, wanting to come back† (15-16) is another comparison of life to death. Olds is saying that the lifeless corpse is still making a gesture saying that the dead would return if they could at any price.She says that those people who died in the battle, the corpses, would do anything â€Å"even to the bread make of glue and sawdust, / even to the icy winter, and the siege. † (1 8-19) I think that the moral of this poem is that life is precious, and that life should never be taken for granted. I think this is because the whole poem is comparisons between life and death, and because she says that the people who have passed away would do anything possible to come back to life, even under the worst conditions, to be loved, to love, and to be with the people they love.

Reaction time Essay

How fast a response can be made once he need has been recognised. By improving my reaction time I will be able to move my racket into the correct position to return my opponents shots much quicker. I would also be able to move my body into the correct position on the correct much quicker which would stop the need for over stretching for the shuttle which sometimes causes me slight injuries. This would make my play much more successful within both doubles and singles. After examining each health and skill related component of fitness and evaluating how well I did in the fitness tests I have decided to center my exercise plan round improving my muscular endurance and cardio-vascular fitness. I have chosen these because I believe that before I improve any skill related component of fitness I must have solid health related components of fitness. This is because usually health related components are directly linked with how easily a person is able to develop skilled components. For example without good muscular strength a person cannot be powerful. Muscular endurance and cardio-vascular fitness are the two that need improving foremost as I already quite a good player and therefore come up against many players which are equally matched to myself, therefore the duration of games is usually quite long and endurance is important. Relevant fitness tests to support my aims. Multi stage fitness test = this is a bleep test which participants run between two points which are 20m apart, the bleeps tell the person when to start running and when they should reach the other point. As the levels increase the beeps get closer together. This test will determine how good my muscular endurance is and whether I can run at increasing speeds with increasing tiredness. As one of my main aims is to improve my muscular endurance this test is vital to highlight any improvement made by implementing my personal exercise plan. I could not carry on after level eight; I felt this was quite good but not excellent. I would like to, with the help of my personal exercise plan, be able to achieve level 10. Pull ups = this test just involves how many times I can lift my entire body weight to lift my head above the bar. This is a relevant test as it measures the strength of my arms which is very important in the game of badminton. The strong my arms the more power I can put into my shots and the further and faster the shuttle can travel. I managed just three pull ups. This result is just below average. Improving my muscular strength would be an advantage however this is not one of my main aims of my personal exercise plan. Reaction time = this test involves putting a ruler against a wall and getting another person to hold it. I would then put my strong hand at the 50cm mark. My friend would then drop the ruler and I would have to catch it. The test of my reaction time is how far down the ruler I catch it. In badminton reaction time is also very important as reacting to the shuttles direction quickly is vital. Reaction time is very difficult to improve however nationally I scored excellent so this isn’t a major concern for improvement. Illinois Agility Test = this test is rather complicated but a great test of agility. It involves lying on the floor until the timer starts, once it has started I must stand up and run following the arrows on the diagram, each circle is a cone. This test accesses the ability to change direction at speed and the transference of weight at speed. The game of badminton can be very fast and therefore changing direction at speed can be essential. The test took me 43seconds; this is also just above average. Balance = this test involves a static balance which is timed. This is to see how long I can balance on one leg with my eyes closed. Balance in badminton is important as when stretching to reach the shuttle I need to keep my balance so not to fall. I managed to stay balanced for 20seconds this being nationally very good.

People with disabilities have pets which helps them in many different ways, for instance, dogs can provide help to the disable people in daily activities. Therefore, these people need someone like pets all day around to feel themselves secure. They need someone on whom they can rely when doing basic things such as crossing the roads or stepping down the stairs.These are the things that normal people do habitually however; for people with disabilities these are the challenges they have to deal with every day. In addition to these mysteries, grand structures from early civilizations still confuse us with their logic and places the method or the reasoning into complete obscurity. A good example of this is the Great Pyramid of Giza, this structure still fascinates the minds of researchers and laymen alike. There are so many other enormous structures which still today provide a debate over among the researchers and academics all over the world. I believe one of the magnificent but still mysterious early structure is the Qin Shi Huangdis Mausoleum. With just the vastness of the size of the tomb and all the complicated structures of the tomb portray a great mystery. The burial mound rises 140 feet above the plain and is estimated to be about 400 feet by 525 feet (Sayre, 2015, pp. 225-7). In addition to the size of the tomb there is the presence of the terracotta army and the privacy that was upheld in crea ting of the tomb makes it even more of a mystery, and even today its not really clear on what made the emperor come to this idea on having such a complicated and secret burial place. According to Sima Qin, an historian for the Han Dynasty adds more mystery to the tomb. Sima Qin is the grand historian and according to him the tomb contained palaces and scenic towers for a hundred officials, as well as numerous rare artifacts and treasures. It was written that a cauldron could make a dragon appear from the sky that was metallic in color that could take the Emperor away (Was the Yellow, 2016). If this is a legend to be believed than the myth is that the tomb would be a ship that is sealed up and was meant to carry the Emperor away into space. Between the two theories I would have to say I would go with Capons theory about his afterlife would be more believable since it supported by reason and historic accounts. The past tells how the Emperors polices were very cruel and his despotic reign prompted the growth of his enemies most were the lords that he already had conquered, and these lords were organizing assassination attempts on the Emperors life possible at least three times. The attempts on the emperor life seem to be in response to his fearful though of his demise and wanting to find the path to immortally (Wolff, 2007). It could be said that Capons theory could go along with what some historically events and his theory on why the Emperor would have constructed such a tomb could go along with his reasoning on his thoughts about his demise and his pursuit for immortally. The Nature of Evil in What Were They LIke and Vultures The two poems, 'What Were They Like' and 'Vultures' make the reader think carefully about the nature of evil due to the use of poetic devices by the authors Chinua Achebe and Denise Levertov, the way in which each poem is structured and presented and also the way in which evil is shown in each poem. The poem 'Vultures' portrays a contrast between good and evil, it shows how the two elements can be linked even through complete dissimilarity. The vultures show love to one another but they are also evil as the poet describes how they devour the human corpse. The Commandant at Belsen shows love for his son but again, he also shows devout evil by exterminating millions of other people's children at the camp. In 'What Were They Like' evil is shown in a different light, evil is shown in the sense that all of the goodness has been taken away and now there is nothing left. It is a series of questions followed by answers which are not fully complete. Both poems use negative adjectives to show the nature of evil. Examples of this from 'Vultures' are greyness, dead, broken, cold, strange and gross. Silent, smashed, charred and bitter are only a few examples of the many in 'What Were They Like'. The use of these negative adjectives shows the authors disapproving opinion of the events described in each poem. Chinua Achebe uses alliteration to9 show his feelings in phrases such as 'drizzle of one despondent' and 'Praise bounteous Providence'. The structure of 'Vultures' is interesting; the first section describes the love and evil shown by the vultures which is linked by another collection of short lines to a description of the Commandant and the way in which he shows both love and evil. The use of short, sharp lines in the poem makes it seem more powerful. The presentation of 'What Were They Like' is very effective. Final Strategic Planning Essay

In any business, there are strategies in place to make sure the business is a success. This is how Healthy Happy BOW WOW plans to run and execute plans for success. This company is in the process of creating a product unlike any other on the market. Our objective is to do as much research as needed to create this product for dogs so that they can live healthier, happier lives. To do this, the company has made sure to begin with hiring the best possible people to do the jobs required at Happy Healthy BOW WOW. This means scientists, researchers, properly trained maintenance and clean-up crew, analysts, and people just to run day-to-day operations. The company will also hire a marketing team when it is getting ready to launch to make sure the product team markets it properly before final launch to get the information to the public. In the meantime, one strategy the company plans to use is the media. The company will give tours of the facility safely and show the research being performed and how clean and state of the art the facility is. All of this is free advertising that the company needs because of such a high cost of the research and facility. Another strategy the company plans to use and is in the process of doing is reaching out to get research money from the government and other entities to help fund the project. The company is receiving government funds shortly and plans on putting them directly into research as directed in the grant. The company is also working closely with other agencies for non-profit such as the ASPCA to raise funds for further research. In turn, the company will be donating many products for the ASPCA to use on animals they rescue. The company also wants to donate and pair with local and eventually nationwide animal shelters to help animals in need because this is the company’s top priority. To help make dogs healthy, and a healthy well taken care of dog is a happy dog. This is also a way to use the media because if the company receives a lot of camera time of all the good work it is doing to help animals it will help boost sales. In addition, this will get the product out to other main companies such a Purina, Iams, and PetCo. These are all great companies with good reputations that Happy Healthy BOW WOW plans to team with in the future. If the company receives donations from some of these types of companies with a plan to integrate it will make the company very sound to the public very quickly. This is because they are companies that people in the community trust and respect. Another strategic sound plan for gaining more access to funds for research is to begin to develop and take the product a step further. Happy Healthy BOW WOW wants to start by making the product for all types of pets not just dogs. It will branch off and form two different subsidiaries. One will be for research for other small animals such as cats, birds, rabbits, etc. The other has plans to be a research facility for a larger base of customers such as commercial farmers. This will take the company to a completely new level. This is not something that is going to happen immediately, but is in the strategic planning stage for the future for the company to grow and expand and to continue to receive more funding for the government and other agencies. It will get with some of these companies and have survey made that people will receive with a product from one of the companies. The company also has representative that will go around to different places and talk to vendors and the people that are going to be purchasing the product. This is another way that they use the media as a tactic to get people to know and have understandable knowledge of the company’s mission and values. The company can do this by bringing the media behind the scenes and its front of the house people to the public. As far as safety, legal, and ethical values are concerned within the company the CEO takes very seriously. There are serious background checks and screening done on employees and not just when hired but periodically throughout employment along with drug screenings. The CEO also makes sure inspections are thorough and often. The company has its own team to do inspections and an outside team to come in and do inspections as well. The company has not failed a single government inspection due to this process. If the company fails these regulated inspections by the government it will shut the company down. This is what it means to be socially and ethically responsible in every community no matter where. That is why the company wants to integrate the community with the product to create awareness. Stray animals are on the streets every day and are hungry and sick because of malnourishment. This not the animals fault. People make decisions for themselves, but animals do not have that opportunity and it is disturbing that so many animals go hungry and people abused because of the choices that people make. This company has plans that have the opportunity for people to step up and stop this from happening and this is the vision and future of this company. Many people do not realize or turn the other cheek when it comes to animals in need because of their busy lives. If certain companies such as Purina wanted to make a huge difference in helping the Humane Societies across the United States, it would with all the massive money it makes. This is why Healthy Happy BOW WOW will stand against the competition to show the responsibility it wants to ensure the safety of pets and their health. This is what Healthy Happy BOW WOW is about and nothing less. This company has many advantages such as it is a new and innovative product with lots of room for advancement. It is something every pet love would want for their pet so it is easily marketable. There are disadvantages also. Since it is such a great product, there are worries of another company stealing the idea and creating a generic version. The company has many opportunities for advancement and plans to move forward with the product. It wants to take the product to the next level by developing the product for more than just dogs. The company wants to make the product for all pets and possibly go commercial and create a version for livestock as well. The problem with this is the cost. Research is very costly so Health Happy BOW WOW has to make sure, market the product well to people, and communicate the importance of the product to the people who will be buying it. This is why the company plans to use the media as a main source of marketing. The company will give tours of the facilities safely to the media so that they can convey to the people a lot of information about the product and its safety. This is a way to have free advertising and a way to reach a very large audience in a short amount of time. The company will also use a marketing team and advertise on-line and through television ads and billboards. The company wants to make sure the public knows that the product is undergoing extensive research to make sure it is the safest and most quality item for their pet.

History plays a very significant role in the development and stability of any nation. It serves as an indicator and in some ways an explanation of the current state of any nation. Citizens take pride in recalling or reminiscing how their nation has survived and emerged triumphant over the years. Things that had happened in the past, which inspired the current state and will continue shaping the future. The case of tracing the history of Africa seems to be a controversial one. Historians have raised issues over the historical accounts of the African to be deceiving as most of them were developed by Europeans.Some, who found discrepancies with the European documented or written history, suggested a restudy or a rethinking of the real African History as the new generation of Africans has all the right to be fed with appropriate and unbiased information.In revisiting the African history, historians, instead of relying on European references studied other sources like the African culture (oral tradition and language), and the African art which all served as alternative foundation for the African history.What a harsh reality for the Africans to have this tremendous experience – they had more than enough of the discrimination and worse, even their very own history was denied to them.Europeans have, in one way or another altered or edited the reality behind the history of the Africa n people in different aspects of their way of living in the past.   In terms of civilization, they have built early civilizations in Africa but the Europeans made them believe that Africa was not capable of establishing civilization then.The problem with the true African history was the lack of sufficient tangible evidences. And they were successful in spreading a false history that favored them and emphasized that they were indeed the superior race.   But there were evidences found later that Africans had been civilized even before the Europeans arrived.They were already educated on spinning and weaving cloth, twisting and plaiting ropes, and even raising domestic livestock. But these information were all denied from them and were revealed just recently.Another gloomy reality concerning the African history was the denial of the cultural heritage. Native works of arts and masterpieces were illicitly brought and displayed in museums outside of Africa, defying the fact that they were African original creations and possessions. Different artifacts found in Mapungubwe Hill were evident of the wealth and differentiation of the Africans before the Whites took over.he denial of the truth for the Africans on what truly happened in their past had greatly affected how they perceive themselves. The issue on racism, also introduced by the Whites, left the African people unconfident about themselves and their culture. They created a mindset that the better race is that who have originated form the West.To date, Africans have not seized building and developing their own, true history. The hardest part of solving the mysteries of ancient times is getting in the minds of the people living back then. No one can completely understand the full effect of a regions geography on the shaping of civilization. The only way we can fully comprehend a civilizations reliance on geography is by reading into it. Through documents and maps we can start to understand the impact geography had on a civilizations economical, spiritual and agriculture development.Agricultural is the easiest thing to crack when trying to figure out the development of a city in ancient times. Maps provide the best information on a regions geography, it gives knowledge of possible places where humans could’ve used certain skills to their advantage or to invent new techniques to use against the downfalls of a certain area. An informative map of present day china educates the general public on the physical qualities of a region (2). This document is unprejudiced because it is a map, it was created to simply show people what China looks like, it’s facts. he reason for The Legend of Yu was to entertain the public by creatively explaining how rivers and seas were created in China (4). This is a fictional story, therefore it is biased. Spodek’s map in The World’s History is informing readers on where some of the most abundant crops and animals could be located around the world (8). Although nothing can be proven completely, this map is a very good piece of work present-day historians can use. The map in document 9 is very informative and educates the public about the fertile crescent, the mesopotamian area, located in the middle east (9).Unbiased and proven, this document, along with the three other ones mentioned are just a few examples of ways scholars may be able to investigate further into the agriculture of ancient times. Economy of cities in ancient times is a little toug her to figure out. Since everyone from those times is dead, the only way to even get any information is by reading saved documents from those specific times. Although the economies of cities have changed drastically through times, some current systems were used back then. The tough part is figuring out how those systems were created. Figuring out the geographical impact on spirituality is by far the most difficult thing to figure out. Ancient people could only pray to Gods to protect their land. Marie is a 13 year old female

Marie is a 13 year old female, who, along with 2 adults (both age 18), staged a kidnapping of a 13 year old girl in Marie’s class. They tied and gagged the little girl to the kidnapping spot. Should Marie be brought to trial as a juvenille or tried in an adult court? Is Marie classified as a juvenile offender? To answer these questions we will look at what classifies a juvenile offender, offenses that constitutes juvenile tried as adults, criminal intent surrounding Marie’s case, what sentencing guidelines should be considered and what treatment conditions should be made.It is a sad fact that people of all ages commit crimes, yes, even children under legal age of adult hood which varies from state to state. Because of this â€Å"juvenile† court systems have been designed to â€Å"sentence† those who are too young to be tried as an adult. Those juvenile that commit crimes usually are tried before a special the juvenile court and receive their punishment. Ho wever, some juvenile are committing adult crimes and therefore should be charged as adults. When these cases arise a juvenile offender can be waived from juvenile court to adult court if the offense was â€Å"adult† enough.Usually a wavering processing has to be conducted via the procecustor. However, many states have laws allowing prosecutors to file adult charges against juvenile offenders for serious offenses without applying for a waiver (www.expertlaw.com). In addition, many states have seen the need to eliminate some serious offensives from juvenile court. Because of their severity; offenses such as capital crimes, murders, and other offenses against persons will be tried only in adult courts.According to www.co.san-joaquin.ca.us, those adolesants at least 14 years of age can be tried and sentenced to as an adult form a number of felonies. These felonies include: murder, attempted murder, arson, robbery with a deadly or dangerous weapon, various forms of rape, kidnappin g, and carjacking. It is vital to point out that under most state laws, juvenile offenders do not commit crimes, they commit delinquent acts that some would constitute as crimes in committed by adults.With the understanding of juvenile offenders and what offenses permit a juvenile to be tried as an adult, should Marie be tried as an adult for her involvement in the kidnapping of her classmate? In my opinion, yes Marie should be tried as an adult. As a juvenile offender tried as an adult she will have the legal protection as adult’s defendants: right to an attorney, the right to remain silent, and the right to confront accusers, cross-examine witnesses and appeal to a higher court.According to the legal dictonary criminal intent is a mental desire and will to act in a particular way. Marie's intent was plotting with the adults to kidnap her classmate. Because juvenile are not â€Å"sentenced† even when tried as adults, instead they are rehabilitated, Marie should still face a juror of six adults. Her past history with the juvenile system, opportunity of reform, seriousness and her involvement in the kidnapping as well as how the public’s safety will be affected if she is not locked up should be considered in the guidelines of the sentencing of the case.Treatment consideration should be provided to the court as a rehabilitation program such as a detention center or â€Å"boot camp†. Even if this is her first offense, it is clear by her involvement in this crime that she is headed down the wrong path and redirection is in order. It is known by adult court judges that the adult prisons offer little in the way of rehabilitation, counseling, or schooling. Therefore rehabilitation is mostly likely the route the juvenile would get.A rehabilitation center would provide her the maximum security training schools operated by state governments or non-profit organizations. In these facilities she would be placed through a rigorous program of educ ation and counseling. Marie should not be sent to an adult prison, as a 1996 study of children sent to an adult prison were 1/3 more likely to commit crimes when released than those who were sent to a rehabilitation center (Juvenile Justice).   If she is transferred into a boot camp, she would be involved in a military style regimen or hard work, calisthenics and discipline (Kresnak, pg 04). According to Jack Kresnak, the purposes of these camps are imposing structure into their chaotic live.Even though I have suggested and support Marie being tried as an adult for her involvement in this terrible crime and refer her to obtaining rehabilitation for her actions, this is not saying that juveniles are not sentenced to pinion. It is highly understood that some juvenile offenders are extremely dangerous and despite their age incarceration can and should be appr opriate for them. The purpose of juvenile trail is to rehabilitate not to punish. That is why I stand firm on my ground that Marie should be tried as an adult. She committed a crime and being tried as an adult will ensure that she is â€Å"scared† into the proper social behavior.However, the only problem we foresee in her being tried as an adult is that Marie is only 13 years of age. GEOGRAPHICAL IMPORTANCE OF FATA 1. INTRODUCTION The spectacular land in which the Pathans live has had a major effect on their history and their way of life. — J. W. Spain Geography has a significant  position  in making of a nation’s fortune; either in the shape of geo-politics or geo-economics. It can shower blessings or bring curse to the residents of the locality as one can’t change the geography.It is well said that a state’s political system, economic  structure, judicial organization, demographic size and relations with other states can change according to the needs and aspirations of the people but one thing remains constant, and that is â€Å"geography†. If one cannot change the geography of a region but at least can mould its contours. It means that the method of handling is important to invite the blessings or curse of a region’s geographical  location. To testify the above, FATA presents an excellent example. FATA is situa ted on the North-Western side of Pakistan bordering with  Afghanistan.Since the ancient times, FATA has been a testing-ground of the empires’ ambitions to fulfill. Alexander the Great, Chengiz Khan, Taimur the lame, the Mughals, the Turks and the British Empire have touched the Pakistan’s Tribal Lands to pursue their adventures. All of these  political campaigns  have left long-lasting impacts on the fate of tribal people. The land has seen Great Game between the Russian and British Empires in the last two centuries and also a race between the two super powers (US & USSR) in the Cold War era.Now FATA is experiencing another ill-fated adventure of â€Å"War on Terrorism†. The status of FATA and its proximity to Pakistan Afghan border are a serious challenge for Pakistan on a number of levels. Historically, along Afghanistan it has been an arena for imperial competition, a battle ground and a definite invasion route. The area had been a launch pad for the ex ercise of influence in Kashmir, Sub-Continent and Afghanistan. Recently it has been emerged as source of terrorist and criminal activity that threatens Pakistan’s national security.The region due to its geographical location has a geo political and economic significance as it is a potential trade route for economic development of the Central Asian states and for peace and prosperity in Pakistan and Afghanistan. Geo-Political Setting The North West Frontier is not only the frontier of India. It is an international frontier of the first importance from military point of view for the whole empire. Simon Commission The region which includes, â€Å"Afghanistan and the Khyber-Pakhtunkhwa has perhaps seen more invasions in the course of history than any other country in the world.    During all this period the plains had been dominated by great powers, the hill tract and tribes continued to value and protect their independence. For centuries, tribal society has persisted in the F ATA, and remained open for numerous invaders out of those the most important are Alexander the Great (356 BC-310/309 BC), the Great Genghis Khan ( 1162 to1227), and Timur Lung (1336 to1405). The people of this region always defended their homeland against all sorts of external aggressions. Over the period of time, this response has made them passionately autonomous.With the exception of Aurangzeb Alamgir, other rulers followed a policy of conciliation desisting from all direct and indirect interference in the internal affairs of the area. In this paper the focus on FATA history will be from the era of British supremacy in the Sub-Continent till todate. 2. THE FATA REGION THROUGH AGES British Supremacy During early 19th century, the British had established their supremacy over the subcontinent except Balochistan, Sindh and the northwest tribal belt. It was the period when Russia was advancing southwards in Central Asia.The British Government in England was perturbed and thought it an â€Å"imminent threat to the security and tranquility† of the Indian Empire and asked the Government of India to checkmate them. Thus began British involvement with NWFP, its tribal belt and Afghanistan. First Anglo-Afghan War (1839-42) It was understood both in London and Calcutta, which was then the headquarters of the East India Company,  that the Amir of Afghanistan was entering into secret negotiations with Russia. Accordingly, in 1838, the Government of India declared war against Afghanistan.Since Ranjit Singh, the ruler of the Punjab would not give passage to the English army through his territory, Auckland, the British Governor-General of India, decided to dispatch his forces through Sindh. In 1839, the British-led Indian Army passed through Sindh and Balochistan and conquered Kandhar and Kabul, the capital city of Afghanistan. During the winter of 1841-42, there was a mass uprising against foreign forces and the Indian army comprising twelve thousand soldiers left the city of Kabul along with their followers and marched eastward in the direction of Jalalabad for safety.The tribesmen gradually destroyed the entire Indian forces while on retreat. By January 1842, only one Dr. Brydon was able to reach Jalalabad to narrate the tragic story of the massacre of their comrades. â€Å"A large British-led army had not been wiped out so completely in living memory. † Owing to their terrible defeat in the First Anglo-Afghan War (1838-42) the British had realized that the task of ruling over the tribal territory in NWFP and Afghanistan was beyond their resources in India.Thus they followed the policy of â€Å"close door policy† and their interest in the affairs of the tribal area in NWFP and Afghanistan remained minimal. Second Anglo-Afghan War (1878-79) There was a change in British policy after 1876. The encouragement due to increase of British resources owing to the conquest of Sindh (1843) and the Punjab (1849) as well as the concern am ong British strategists in England due to the advance of the Russian armies in Turkestan close to the borders of Afghanistan made them to review their policy. The policy of Disraeli who became the Prime Minister in U.K. in 1874 was to build a strategic line of defense against Russian advance in Central Asia. It was felt that sooner or later the British and the Russian forces would confront each other in Central Asia. This thinking led the British to increase their sphere of influence in Afghanistan. In 1878, when Amir Sher Ali of Afghanistan refused to allow an English envoy at Kabul, Lord Lytton declared war on 20th November 1878 and British troops invaded Afghanistan and Sher Ali ran away and later died. His son Yakub concluded the Treaty of Gandamak on 26 May 1879 agreeing to British terms.The war had encouraged the British to formally occupy most of the tribal belt. It included a permanent advance and control of the famous Khyber Pass but Kurram valley was occupied some years la ter. Withdrawal of British Forces from Durand Line In June 1897, the Waziristan tribes revolted against the British forces. This was followed by an attack by tribes of Malakand against the garrisons in the pass and in Chakdara. By August, Mohmands attacked at Shabqadr, and later Afridi and Orakzai attacked at Tirah and the Khybar post was lost by the British.The Samana forts were attacked and â€Å"the garrison in one case wiped out to a man. † Later Khyber was reoccupied and Khyber Rifles were re-established and new roads and more forts were built. To meet the situation Lord Curzon adopted a policy of â€Å"withdrawal and concentration†Ã¢â‚¬â€œwithdrawal from the advanced posts, employment of the tribal forces for the defense of  the tribal country, concentrations of British forces in British territory as the second line of defense and the improvement of the means of transport and communication.This policy continued up to 1919. Partition of Sub Continent In conjunct ion with the independence of Pakistan and India in 1947, the tribesmen as a whole expressed their popular will to join Pakistan. The tribes were assured a continuation of agreements between tribes and the British Government by Quaid-e-Azam Muhammad Ali Jinnah. Since then no fundamental change in the administrative, judicial and political policies for the FATA has taken place. Soviet Invasion After the Soviet invasion of Afghanistan in 1979, the FATA came into the limelight.The influx of Afghan refugees, spread of militant culture, continuing civil war in Afghanistan and religious extremism leading to the rise of the Taliban did much to aggravate the situation. By and large it all contributed to an altered ethnic balance, weapons proliferation, inflow of narcotics, hindrance in developmental efforts, deteriorating law and order and de-sanctification of the international border between Afghanistan and Pakistan. United States’ InvasionFollowing the United States (US) led invasio n in the Afghanistan in 2002, the tribal areas again came into focus when a large number of foreign militants were found taking refuge in these areas. Since then military operations carried out in the area have bought the lingering problem of the FATA and its integration issues with the national mainstream of Pakistan to the forefront. 3. ADMINISTRATIVE, POLITICAL, ECONOMICAL, EDUCATIONAL, JUDICIAL, AND SOCIAL ASPECTS OF THE TRIBAL AREAS The Constitution of Pakistan introduced in 1973 is the main foundation on which the existing system of governance of the FATA, revolves.This law states that the Federal Government of Pakistan will be the only one to extend authority in the FATA, while the Province will extend their authority to ‘Provincially Administered Tribal Areas, making the FATA to be controlled by the central government. The President therefore is the only one who is in position to give directions to the Governor of a Province where that specific Tribal area is located, who shall under this article will follow the directions of the President. The FATA is divided into two administrative categories.First, the ‘protected areas’ which come directly under control of central government through political appointees/agents. They are vested with judicial powers as well. Second, the ‘non-protected’ areas those are governed through the local tribes indirectly. The troika of Jirga, Political Agent (PA) and FCR of 1901, blends making the administrative and judicial systems in tribal areas. The Governor in a province is the representative of the President of Pakistan, who acts on behalf of the Federal Government and administers the Tribal Areas through the FATA Secretariat.Agriculture forms a sizeable economic activity in the FATA, while the adoptions of age old agriculture systems have left the productivity of this important commodity for the local below subsistence level. Besides agriculture, the holding and growing of the livestock i s also an importance economical activity in the FATA. However due to the adoption of non-scientific methods of animal husbandry, desired output is not achieved. A few areas in the FATA have timber and other forests.Deforestation, use of valuable timber as fuel, its smuggling to the Afghanistan and degradation of grazing lands due to continuous droughts has resulted in the loss of these income-earning opportunities. The tribal areas, thanks to their terrain configuration, are sought to possess vast deposits of numerous minerals. Because of inadequate geological surveys, the security environments in the FATA and tribal disputes over these perceived ‘minerals rich tracts of land,’ they have yet been explored.This situation has significantly affected the attention of private sector to draw their investment in these areas. The less number of schools, health care facilities, communication infrastructure and allied services do not support any major economic venture, keeping th e area economically underdeveloped. 4. AVAILABILITY OF NATURAL RESOURCES IN FATA Due to its geography, FATA should not be allowed to be used as a spring-board and launching-pad for the satisfaction of international politics’ stake-holders.Our leadership has to consider a parallel approach of geo-economics with geo-politics. This is a viable solution to improve the living standard in the Tribal belt. Although geo-economics approach is an evolutionary process and takes time, but it has capability to change the fate of the tribal people in the long run. Basic thing for this strategy to be useful in future is the restoration of peace in the region. Then an atmosphere can be created to develop infrastructure and finally to exploit the natural resources of FATA in a right direction.Oil and Gas Reserves Huge reservoirs of oil and gas have been explored in Khyber, North and South Waziristan Agencies. The Oil and Gas Development Corporation (OGDC) should start drilling in FATA, whileà ‚  numbers  of multinational companies have shown keen interest in this region for oil, gas and other minerals exploration. The foreign oil company, Tullow, has obtained a license for the exploration of the reservoirs of oil and gas in the North Waziristan Agency while the oil company of Ireland, MOL, has shown interest in the Khyber agency.Now a suitable environment, consistent effort, due attention and keen interest is needed to speed-up the process of development. In 1996, a British Petroleum Company indicated after a seismic survey that the oil and gas reserves of NWA have the success possibility of 1:3 while these possibilities in Middle East are 1:10. Lime Stone and Coal The geological surveys of 85 per cent of the tribal belt have revealed immense prospects of mineral exploration. Some of them have been already utilized but much yet to be extracted.This not only can engage the local youth with constructive and profit-making activities but can also attract the foreign invest ors which can ultimately be exported. Bajaur Agency has 130 million tons of lime stone reserves while Khyber Agency has 454 million tons of it. Orakzai Agency, Kurram Agency and North Waziristan Agency have 178 million tons reserves of high-level coal. Some work is underway there but is deeply hindered by the elements of militancy and military operations on one hand and lack of scientific know-how and use of modern technology on the other hand. Marble and GraniteThe mines of Marble and Granite are likely to have good potential for growth. And with huge reserves of eminently valued marble including white marble, are in abundance in Bajaur, Mohmand, Khyber and NWA alone with a total of 570519 ton reserves. If this industry is given proper government attention and the project designed are properly implemented, they can provide job opportunities to several thousands of individual living here. Gem Stones Like Baluchistan which is hub for natural resources, FATA has also been kept aloof r egarding development for various known unknown reasons.Geologists have indicated that this region is also enriched in availability of venerated and semi venerated gem stones. Emerald and tourmaline are found in the north while garnet and quartz are found in South Waziristan and Bajaur. But due to lack of exploration their reserves have not been properly identified. Gold, Copper and Chromate FATA Development Authority (FDA) is of the view that huge deposits of various minerals like gold, copper, chromate and lot of others are available on 4707 square kilometer area of NWA.After digging 7000 meter deep the surface, the FDA experts reach to conclusion that 36,000 million tons of copper is available in just 16 kilometer area of NWA Boya Shinkai spot. FDA has tested 37,000 samples of natural resources in laboratories. Current price of one ton copper is seven thousand dollars in international market and mountains of NWA have deposits of billions dollars hidden in just 16 kilometer area wh ich if explored can change the fate of most deprived inhabitants of this war ravaged area as well as bring economic stability in country.Natural Forests The natural forests and fruits is a wealth in this regard. Forest area is decreasing day by day by ruthless cutting where there is not an effective law to prevent the practice. Fruit production is also affected because of insurgency, military operations and lack of a permanent water supply. The local people are digging out these minerals by using dangerous means like blasting, on one hand destroy large part of these reserves while on the other this activity inflict irreparable damage to eco-system of the area.No proper, planned and modern system is being used to explore these mineral resources as the Government is still showing no interest in exploration because no industries were set up in the area for raw material as the situation is not favorable for it. The availability of such huge reserves can contribute a lot in economic matu ration of the country. Proper government assistance will not only help the locals regain jobs but would also help in restoring peace and stability.But, extremism and militancy have brought already poor economic and trade activities of the Agency to a standstill, while many traders and businessmen have migrated to other parts of the country because of the fear of being kidnapped for ransom or killed by unknown armed groups. 5. GEOGRAPHICAL IMPORTANCE OF THE TRIBAL AREAS AND GREAT GAME Besides being the one of the most important areas of Pakistan because of its strategic location in proximity with Afghanistan, tribal areas are also one of the most sensitive areas of the World.The War on Terror has further enhanced the importance of the tribal areas significantly. The Tribal Areas have the strategic importance, as these areas can play a significant role of a buffer zone between the turbulent Afghanistan and Pakistan. Of late this importance has been further highlighted in global geopol itics because tribal areas lie between the warm waters of Arabian Sea and the Central Asian countries i. e. Tajikistan, Kyrgyzstan, Uzbekistan and Turkmenistan and Kazakhstan etc, which have a very large oil and gas potential.The Central Asian states being land locked, the energy wealth has to be exported by pipelines passing through these areas to Arabian Sea Ports for onward distribution to the world. As the energy control is a key to the global supremacy, the 21sl century power game is destined to be played by the major powers around the potential producers and pipeline routes. Since the independence of the Central Asian states, all the players of the New Great Game are competing to garner individual control and fill this emptiness.The countries that together comprise of Central Asia today include Uzbekistan, Turkmenistan, Tajikistan, Kyrgyzstan, and Kazakhstan. The region as a whole has historically suffered foreign domination, initially under the Ottoman Empire, and most recently being part of the Soviet Regime with Russia pulling the strings. ——————†”—————————- Furthermore, to confirm this conception of a New Great Game, one only needs to look at the reasons that have contributed to the world turning its attention to this region of the globe.The Central Asian Republics derive their importance through two major factors. The region has a strategic location at the crossroads of Asia, Europe, the Persian Gulf, the Middle East, and the Far East; surrounded by some of the fastest growing economies in the world including China, Russia and India who are not only investing in the region but are competing for the leading role.From 2000 to 2009, foreign direct investment flows into Central Asia increased nine folds; while the region’s gross domestic product grew on average by 8. 2% annually. ———————————————â⠂¬â€- The most well endowed state in the Caspian region is Kazakhstan; ranked 6th  in the world in terms of natural resource reserves. Out of 110 elements of the periodic table, 99 were discovered in the bowels of Kazakhstan including oil, gas, uranium, zinc, tungsten, bohrium, silver, lead, chromites, copper, fluorides, molybdenum and gold.Moreover, it has proven oil reserves of 30 billion barrels, highest in the region followed by Azerbaijan which has 7 billion barrels. Turkmenistan has the world’s 4th largest gas reserves at 7. 5 trillion cubic meters while Kazakhstan and Uzbekistan follow close with 2. 41 trillion and 1. 84 trillion cubic meters respectively. The six players broadly involved in the game, include the United States, Russia, China, Iran, Turkey, India, and of course Pakistan. The immense interest of Pakistan in the Central Asia Republics stemmed from the economic, geo-strategic, and political benefits these countries could provide to this struggling nation. Trade relations with these landlocked countries had the potential to be the sole solution for Pakistan’s economic problems.With the CARS having an annual potential market of $80 billion, Pakistan could exploit this untapped market to its advantage and improve its balance of payments. Along with cheaper imports, Pakistan could also benefit from transit income, by providing access through the Karakoram Highway, to its neighboring industrial giants: India and China. Similarly, keeping in mind the historical importance of this resource rich region, Pakistan could foresee the centre stage it could acquire in the energy war of the New Great Game by providing the shortest route for the Central Asian counties via Gwadar to the Arabian Sea.This would help Pakistan fulfill its long term energy needs, through projects such as the Turkmenistan-Afghanistan-Pakistan-India (TAPI) oil and gas pipeline. The 1735 km pipeline faces security challenges because it must cross Afghanistan and FATA. It is estimated to carry one trillion cubic m of gas over a 30 years period, or 33 billion cubic m a year. Furthermore, Pakistan’s electricity needs that are huge burden on its economic life could easily be lifted by access to abundant Kyrgyz hydroelectric power.Thus, favorable trade relations with th e region could result in a significant uplift of Pakistan’s strained economy. ————————————————- ————————————————- 6. With every country in this surge for power taking its own route, it shall be interesting to see the unfolding of the events.Russia continues to exert its importance in the region in political and economic domains while planning to maintain its stronghold in its backyard. Iran is making waves through its trade routes and with Iran; Central Asia can see many lucrative trading and pipeline options available through them. On the other ha nd, it may difficult for Central Asia to tilt towards Iran without displeasing the world hegemony, US that maintains its military presence in the region. Furthermore, both Turkey and India are also vying for influence in the region. ———————————————— Though Pakistan may face a number of constraints and obstacles in fulfilling its dreams of being a prominent player in the New Great Game, it can devise a policy that may ensure better results for Pakistan, if not the best. And peace and prosperity of FATA due to its geographical location will be the dominant tier of that policy. Kashmir is life line of Pakistan on eastern borders and on western border geostrategic and geopolitical importance of FATA dictates the economic future of Pakistan.
